The Former President's Woke Warning Misses The Continent's Real Threat: Economic Stagnation.

The recent US national security strategy offers a flawed assessment of Europe. The document asserts that open-border policies and what it terms "woke" policies pose an grave risk to European civilization. Yet, this perspective rests on a fundamental misinterpretation of the reality. The true challenge facing Europe is not cultural but economic and technological lag.

A Glaring Economic Gap Between Europe and the US

Statistics paint a sobering picture. From 2008 and 2023, American economic output surged by 87%, while a mere 13.5% growth for the European Union. Over this time, EU GDP per capita dropped from 76.5% to just half of the American figure. Remarkably, even Mississippi now has a greater average income than major EU nations like France and Italy.

Currently, about half of the world’s 50 largest technology firms are American, while a mere four are European.

The Technological Deficit: The Core Problem

The growing disparity is driven by stronger productivity growth in the US, fueled by breakthroughs and better use of resources. The scene of world technology dominance is decidedly American. Over the past five decades, hundreds of American startups have scaled into companies valued at over $10bn, versus only fourteen in Europe.

This gap raises a vital question: In the race for future industries like AI, semiconductors, and fusion energy, what is Europe positioned? Experts widely concede it is largely a contest between two involving the United States and China, with Europe entering at a clear disadvantage.

Underlying Factors of the Continent's Technological Lag

Several major factors account for this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile system for financing new ventures. The EU has yet to establish a true unified investment market, a factor that limits the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper Europe. A US startup can launch a product under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population, is split among twenty-seven different national systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, a startup's collapse was once met with penalties, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, there are reasons for hope. Policymakers are increasingly aware of the severe threat and have started to advance substantial change. Notable reports on EU competitiveness and the single market point to the need for major reforms.

Given appropriate policies and rule changes, these assets might enable far greater levels of business-led breakthroughs.

Europe still possesses considerable advantages: high-quality workforce, top-tier education systems, and premier labs. Coupled with a large internal market and substantial household savings, these foundations could trigger a new wave of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in creating cutting-edge technologies, it can still significantly boost productivity by implementing and tailoring advancements from elsewhere.

A Critical Juncture

Europe now faces a decisive crossroads. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, Europe's slide in innovation has been steady. However, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
